Organizational Context and Role

The UNDP Multi-Country Office in Malaysia, Singapore, and Brunei Darussalam provides strategic technical assistance and policy advisory services to support the achievement of the Sustainable Development Goals (SDGs). Our work in Malaysia supports the national development agenda which includes both the 13th Malaysia Plan and the Ekonomi MADANI framework. Our project work focuses on creating inclusive sustainable economic growth which generates high-value outcomes.

We are establishing a roster for qualified Project Managers to lead and manage key development initiatives within our Inclusive Growth portfolio. The position exists to establish project goals and maintain project excellence while determining project effects throughout all UNDP project phases which include design and planning and implementation and monitoring and project closure. The Project Manager will be responsible for the full project management cycle, ensuring alignment with UNDP rules and regulations while fostering strong partnerships with government counterparts, the private sector, civil society, and development partners.

Key Duties and Responsibilities

1. Strategic Project Management & Implementation:

  • The project manager establishes strategic direction while overseeing project execution to guarantee achievement of specified project deliverables and activities from the project document. The team leader will create essential planning documents which include annual work plans and budgets as well as procurement plans. The organization performs ongoing risk evaluations which assess financial and operational and environmental and reputational threats while executing risk reduction and response plans. The organization must follow UNDP financial and procurement and monitoring and evaluation and reporting procedures according to its established policies and regulations. The supervisor oversees all aspects of financial management to ensure successful annual delivery achievement while developing detailed project reports for quarterly and annual and final evaluations.

2. Strategic Partnership Building & Resource Mobilization:

  • Develop and maintain strategic partnerships with key stakeholders, including government agencies, the private sector, donors, and civil society.
  • Advocate for UNDP’s comparative advantages and ensure project visibility.
  • Actively identify and pursue resource mobilization opportunities from bilateral/multilateral donors, development partners, and the private sector.
  • Support the development and update of the Country Office Partnership and Resource Mobilization Strategy.

3. Technical Review, Knowledge & Capacity Building:

  • You need to examine all project outputs and deliverables because your role requires you to ensure quality and soundness through your technical expertise.
  • The project results will be analyzed and combined to produce a report which shows our progress toward achieving our goals and expected results.
  • We design capacity-building activities which we execute to develop the capabilities of government partners and other stakeholders.
  • The process of knowledge building will be supported by our organization which will document best practices and capture lessons learned to share with a broader audience.
  • The project evidence and results will help me create UNDP knowledge products and policy briefs and communication strategies.

4. General Duties:

  • Perform other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Candidates who hold a master’s degree or equivalent advanced university degree must possess an educational background in either Economics or Environment or Engineering or Business Administration or Public Administration or Political/Social Sciences or related disciplines.
  • The advanced degree requirement will be considered satisfied by a first-level university degree in the above fields together with two years of relevant experience.

Experience:

  • The requirement for this position demands two years of relevant experience which must be combined with a Master’s degree or four years of relevant experience which must be combined with a Bachelor’s degree.
  • The candidate must demonstrate their ability to manage projects through their experience in project management work which includes risk management activities.
  • The candidate has established their ability to conduct monitoring and evaluation work through their experience in data analysis and results-based reporting.
  • The candidate has successfully implemented project activities through their capacity to manage all phases of the project while collaborating with different partners and stakeholders.
  • The candidate has demonstrated their ability to work on field projects which involved implementing initiatives at the national level and subnational level and community level.
  • The candidate has established their ability to work with government agencies and private companies and community members and international organizations.

Languages:

  • Fluency in English and Malay (both written and spoken) is required.

Travel:

  • Travel may be required and will be arranged and reimbursed in accordance with UNDP policies.
