Organizational Context and Role

The International Labour Organization (ILO) Country Office for Bangladesh, with funding from Global Affairs Canada, is implementing the project ‘Leaving No One Behind: Improving Skills and Economic Opportunities for the Bangladeshi Community and Rohingya Women & Youths in Cox’s Bazar.’ This crucial program establishes paths to employment for both vulnerable host communities and refugees through its development of skills and livelihood programs that create decent work opportunities.
We are seeking a meticulous and experienced Procurement Assistant to be based in Cox’s Bazar. You will handle procurement and administrative tasks which require your support to the Finance and Administration Officer while operating under the Chief of ILO Project Office. Your role is essential for project success because it ensures that all procurement processes follow ILO rules while acquiring goods and services needed for project activities.
Description of Duties
- The procurement analysis function requires analysis and evaluation of vendor performance and market data and procurement strategies. The evaluation process for bids and proposals checks their adherence to project requirements while delivering optimal value.
- The procurement process begins with the creation of Requests for Quotations (RFQs) and Invitations to Bid (ITBs) and Requests for Proposals (RFPs) which ILO systems support through their e-tendering and Jagger functionalities. The purchasing authority allows me to create purchase orders while I prepare documents for procurement requests that exceed my spending limit.
- The contract management process requires me to create contracts while I assist project teams in understanding contract terms. The organization needs me to monitor contract compliance while I suggest contract changes and time extensions.
- The ILO-based ERP system (IRIS) requires me to create and submit purchase orders for approval while I follow all ILO procurement rules and guidelines. The supervisor assigns me additional tasks which I perform to help the project operate successfully.
Required Qualifications
Education:
- Completion of secondary school education is required. A higher level of education in a relevant field is an asset.
Experience:
- A minimum of five (5) years of professional experience in procurement, preferably within public procurement, including with government bodies, I/NGOs, UN agencies, or other bi/multi-lateral organizations.
Languages:
- Excellent command of English and Bangla (both written and spoken) is required.
Competencies:
- The candidate has mastered all aspects of public procurement policies and practices.
- The candidate can execute tasks according to assigned instructions and established guidelines while implementing all relevant legal and regulatory requirements and organizational policies.
- The candidate possesses comprehensive knowledge about office financial regulations and negotiated procurement methods and contract management processes.
- The candidate demonstrates advanced skills in utilizing analytical software and computer programs and data management systems.
- The candidate has strong skills to work successfully in diverse cultural settings while showing respect for all genders and maintaining non-discriminatory conduct and attitudes.
