IOM is searching for a Supply Chain Associate for its Aleppo office who will connect the resources on ground with the urgent aid delivery. Organizational Context and Role

In intricate humanitarian scenarios, the quick and effective supply of essential resources can sway the fate of individuals. The IOM or International Organization for Migration is working in Syria to grant help to the populations that have been affected. The position, which is located in Aleppo, is a part of an L3 emergency response office, where the operations of supply chain are crucial to the success of the mission.

We need a Supply Chain Associate who is diligent and proactive to support the procurement and logistics process that will allow IOM to carry out its humanitarian work in Syria. You will report overall to the Supply Chain Officer and directly to the National Supply Chain Officer. Your job will involve the compliant, efficient, and transparent acquisition of goods and services. You will contribute directly to the operational backbone of our mission from procuring essential items to maintaining office infrastructure and assets. In a challenging environment, your precision and commitment will help convert resources into actual aid for the needy.

Duties and Responsibilities

Procurement and Sourcing:

  • Work together with the National Supply Chain Officer to categorize the procurement necessities and make use of the purchasing power in the best way.
  • Check Purchase Requisition Forms for being filled out completely and for having the required signatures.
  • Get the quotations, proposals, and bids through the IOM Syria Portal’s formal tender processes, adhering to all procurement procedures.
  • Perform market research and carry out vendor due diligence in order to be informed about the local market’s availability, quality, and pricing.
  • Prepare Bid Analysis Sheets (BAS) and complete Purchase Orders.

Systems and Process Management:

  • Post all Purchase Requisitions (PRs) and Purchase Orders (POs) accurately and quickly to IOM Syria Portal and ORACLE systems.
  • Check the status of orders and notify the requester about the scheduled delivery or changes.
  • Make sure that all goods/works/services received are according to the specifications of the related PO/Contract.
  • Prepare Payment Requests together with the necessary documents and send them to the Finance Unit, then follow up to make sure that the supplier’s account is settled on time.
  • Recognize and handle “Goods Receipt Notes” for delivery of goods or completion of services.

Asset, Logistics, and General Support:

  • The entire process of new asset procurement will remain the same as before in terms of registration which is to be done in ORACLE while also assigning numbers to the Asset Master and keeping the inventory records up-to-date instantly.
  • The annual physical stock count of IOM assets will be assisted throughout the offices.
  • The division of printing requests for projects and operations will take place.
  • The logistics for meetings, workshops, and trainings as well as other events will be arranged.
  • Monitoring and coordination of the external contractors for the maintenance of electrical, plumbing, carpentry, and A/C systems in the office area will be done along with the regular inspection of the premises.
  • The procurement and logistics documents will be securely and systematically archived with the entire process of archiving being well-organized.
  • Driving IOM vehicles for official business in accordance with UNDSS/SSU regulations or managing office pool vehicles will be done when it is necessary.
  • Any other duties as assigned will be performed.

Qualifications and Experience

Education:

  • Option 1: A Bachelor’s degree in Business Administration, Procurement, Logistics, or any equivalent discipline is required along with a minimum of three years of pertinent professional experience.
  • Option 2: A High School Diploma is required, as well as five years of relevant professional experience.

Experience:

  • Proficiently applied logistics and procurement skills in an effective and efficient manner to source goods and services.
  • Assuredly engaged with suppliers and service providers according to the organization’s guidelines in order to obtain the best quality at the lowest price.
  • Practiced in SAP, ORACLE, MS Project, and the usual software programs (Word, Excel, PowerPoint, Access).
  • Integrity in all responsibilities was consistently demonstrated.
  • Prior work with the United Nations or any other International Agencies is a huge plus.

Skills:

  • Exceptional proficiency in computer literacy.
  • Capacity to collaborate efficiently with both national and international organizations.
  • Very good skill to present straightforward and brief reports.
  • Outstanding interpersonal and bargaining abilities.
  • It would be very advantageous to have a deep knowledge of IOM Procurement and Logistics policies and rules.
