Organizational Context and Role

UNDP is the foremost agency of the United Nations which is committed in all respects to the total elimination of poverty and its resultant evils, inequality, and global warming. The Organization’s Nature, Climate Change, Energy, and Waste (NCE&W) Hubs coordinate and complement their actions along the lines of the SDGs and the Paris Agreement to scale up integrated solutions that alleviate poverty, empower people and cause the creation of resilient governance.

In Libya, UNDP is now playing a major role through its GEF-funded project in the country’s first National Biodiversity Finance Plan (BFP). The BFP is a strategic tool which aims to identify, mobilize and scale up financial resources for biodiversity conservation—a major commitment under the Global Biodiversity Framework. The project will assess the economic situation in Libya, track financial resources, and come up with strategies that are easy to implement to eliminate the biodiversity financing gap.

An organized and proactive Project Support Associate is required to take care of the project team’s administrative, financial and logistical needs. The Senior Finance Expert (Project Lead) will personally supervise you and you will be the operational anchor making sure of smooth project running, UNDP procedures adherence and good coordination of activities. This position allows the technical specialists to concentrate on the analytical and strategic side of the work and thus indirectly, make a contribution to the sustainable environmental future of Libya.

Duties and Responsibilities

1. Provide Comprehensive Project Management Support:

  • Ground support for financial and administrative projects will be in all aspects and will always be timely and proper.
  • Try to minimize the work of the national project team, payment schedule management and facilitating meetings, consultations, and travel related to the project.
  • Travel plans for both national and international trips will be made in a hassle-free and efficient manner.
  • Minutes of meetings, decisions made and actions taken will be recorded and support will be provided to monitoring and evaluation activities e.g. workshop evaluations.
  • Do other tasks relevant to the position that are assigned by the Senior Finance Expert.

2. Support Financial Management and Compliance:

  • You will take part in supervising the project budget and will also help with the procurement and accounting processes to be carried out under the guidance of the UNDP Country Office and Global Policy Management and Technical Support Unit (GPMTSU).
  • Guarantee that financial resources are disbursed to partners who are implementing the project without any delay.
  • Keep meticulous records of all costs incurred and be involved in the preparation of financial statements.

3. Ensure Effective Administrative and Logistical Support:

  • Calculate every financial aspect concerning work plans and budgets.
  • Follow UNDP rules and regulations in managing the procurement processes, requisitions and purchase orders.
  • Make a list of project assets/equipment and help the transfer of the assets at the end of the project.
  • Project establishment and management in UNDP’s Quantum system at the Country Office level.
  • Get everything ready for workshops, meetings and travel—venue booking, accommodations, visas and security clearances included.
  • Keep updating the procurement plan and contacts list of the project on a regular basis.
  • Share knowledge with networks and aid in compiling and distributing project knowledge and tools, products.

4. Support Knowledge Building and Capacity Development:

  • Collaborate with partners and stakeholders to systematically organize and disseminate project insights and best practices.
  • Contribute to projects aimed at strengthening capacities related to biodiversity finance.

5. Perform Other Duties as Required:

  • Undertake additional tasks within the functional profile to ensure the efficient functioning of the project and the organization.

Required Skills and Experience

Education:

  • Secondary education is required.
  • A degree in business administration, public administration, or a related field is desirable but not compulsory for the post.

Experience:

  • A minimum of seven years (in case of secondary education) or just four years (in case of having a bachelor’s degree) of significant experience in project management, finance, administration, accounting, budgeting, or a related field.
  • Working relationships with both national experts and international institutions.
  • Good command of the main software applications (MS Office).
  • Ability to demonstrate handling of complex work situations, keeping the overview, and providing coordination support while being on time with the deadlines.
  • Able to collect, process data, and write formal letters by showing proof.

Desired Skills:

  • Familiarity with UNDP/UN rules, regulations, and practices especially concerning project-drawing and execution.
  • Holding a specialized advanced degree in administration, finance, accounting, or a related area.

Languages:

  • Fluency in English and Arabic is required.
