The World Bank is hiring an Operations Officer whose main position will be the central hub for our operations in Conakry. This position is for those who have a great command of portfolio management, are good at coordinating stakeholders, and can analyze strategically. The officer will be the one who makes sure all projects get done without any hitches, will measure the outcomes of the projects, will prepare important briefings, and at the same time, will be the one who connects the government, the donors, and the civil society.

The country has regained constitutional authority and the launch of the Simandou iron ore project which is going to be ground-breaker is going to make the country experience economic growth more than ever before. To make sure that the growth is environmentally friendly and has the very people of Guinea as its beneficiaries, the country has set an ambitious course in its Simandou2040 development plan. The World Bank has involvement of over $1.27 billion in 12 national and regional projects which is very crucial to the realization of this vision especially in health, energy, agriculture, governance, and digital development.

Based in Conakry, you will join a dynamic team within the Côte d’Ivoire Country Management Unit (CMU). We are seeking a proactive and strategic Operations Officer to be the operational linchpin for our growing engagement in Guinea. This role is central to ensuring the effectiveness, coordination, and impact of our portfolio during a period of historic opportunity for the country.

Duties and Responsibilities

Your work will be under the supervision of the Country Manager, and you will be given a variety of operational and analytical tasks to perform in order to guarantee the effective implementation of the World Bank’s program in Guinea:

Portfolio Coordination & Management:

  • Act as the major linker for the country portfolio, organizing missions in the country, giving profound guidance to the project teams, and keeping up a constant communication with the government representatives in the field of implementation problems.
  • Oversee the hold and the running of the performance reviews of the corporate and country portfolio (CPPR) regularly, making certain that there is a very strict monitoring of the project results and the quality of the implementation.
  • Observe and evaluate the performance of the IDA and trust fund portfolio, working closely with Task Team Leaders (TTLs) and monitoring specialists to determine the degree of the advancement toward development outcomes and inform the management about the problems arose.

Strategic Program Support & Analysis:

  • Directly support operationally the Country Manager, like going to high-level meetings, organizing and sharing important information, and writing notes for senior management and big events (e.g., Spring/Annual Meetings).
  • Make a significant contribution to the creation and execution of the new Country Partnership Framework (CPF) for the period of 2026-2031, making sure that the operational activities are in line with the strategic goals.
  • Write comprehensive reports and carry out analysis on the Guinea portfolio, which will serve as a basis for decision-making and will help in maintaining consistency across the program in terms of strategy.

Stakeholder Engagement & Partnership:

  • To construct and maintain strategic networks with a wide range of stakeholders, such as government bodies, NGOs, funders, and global collaborators, you are required to foster and manage the relations.
  • You are to take part in the dialogue process and build up relationships for the better coordination of activities and pooling of resources for the development goals that are shared by the partners.
  • You will be in charge of and will guide an Associate Junior Professional whose focus will be program monitoring.

Client Service & Team Collaboration:

  • Respond to inquiries from clients, donors, and civil society, acting as a knowledgeable point of contact.
  • Promote a culture of teamwork, client service, and operational excellence within the country team.

Selection Criteria

Education & Experience:

  • A Master’s degree in Economics, Public Policy, International Development, Business Administration, or a related field is required.
  • The applicant should have at least 5 years of relevant professional experience in operations, project management, or development practice, preferably in an international setting.

Technical Expertise & Skills:

  • Strong Analytical Skills: Deep knowledge and expertise in analyzing data as well as working with corporate performance systems (e.g., operations portals, BI reports).
  • Project & Portfolio Management: Thorough knowledge of project management concepts and complete understanding of World Bank operational policies, procedures, and systems (including safeguards, financial management, and procurement).
  • Stakeholder Engagement: History of working with various stakeholders in governance, social accountability, and networking with non-traditional partners like youth groups, the private sector, and CSOs.
  • Communication: Outstanding written and verbal communication skills in English, together with the ability to present information in a clear and effective manner to different kinds of audiences. French language skills would be an advantage.
  • Teamwork & Judgment: Capacity to play a very effective role in cross-functional teams in a matrix organization, applying good business judgment and using analytical thinking to make decisions.
