The International Organization for Migration (IOM) is looking for two Senior Project Associates (TLP Repayment) to join its team in Washington, D.C. These positions will be responsible for overseeing the activities within the Travel Loan Program, which co-funds the U.S. Refugee Admissions Program (USRAP). A team composed of the successful candidates will take charge of handling communications regarding loan repayments, making sure that the Fair Debt Collection Practices Act (FDCPA) and other regulations are being followed, and keeping the highest standards of professionalism and confidentiality. We are looking for individuals who have demonstrated experience in lead supervision, billing/collections, and compliance frameworks. Only local recruitment will be done for this position, and therefore, only those with valid U.S. work authorization will be considered.

Organizational Context and Role Summary

The IOM is the international organization that handles migration and is the main support in the USA Refugee Admissions Program (USRAP) that the IOM gave a total of services such as case processing, health assessments, cultural orientation, and so on, including the Travel Loan Program (TLP) administration. Under the aforementioned framework, the Department of Mobility Pathways and Inclusion (MPI) through Resettlement and Movement Management Division (RMM) controls the global resettlement support given by IOM.

The TLP Repayment team in Washington, D.C., is looking for two Senior Project Associates who are experienced, ethical, and caring. The new hires will operate under the Senior TLP Associate’s direct supervision and the Head of USRAP TLP’s overall supervision, managing a team that will contact TLP participants for travel loans. This position lies at the core of the IOM’s principles enforcement and, at the same time, guarantees the implementation of the applicable U.S. federal and state laws, i.e., the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA). Operational targets will be considered by the successful candidates together with the migrant-centered and respectful approach.


Key Responsibilities

1. Team Leadership & Supervision:

  • Oversee and guide a group of maximum 7 employees who will be carrying out loan repayment through outbound/inbound calls and communications.
  • Deliver a thorough training plus an accompanying support on TLP systems, standard operating procedures (SOPs), and compliance regulations.
  • Be a point of escalation, coach employees, and manage difficult or delicate cases to fettle.
  • Keep an eye on operations based on shifts to provide service continuity, which might entail working beyond standard business hours.

2. Quality Assurance & Compliance:

  • Make carrying out regular quality control (QC) reviews the practice that would ensure the compliance of the team with the communication scripts, SOPs, and all legal requirements (FDCPA, FCRA) that have been approved.
  • Be very familiar with thoroughly all the SOPs, systems, and IOM’s Standards of Conduct that are relevant.
  • Always observe the RMM Protection Mainstreaming Minimum Standards in your dealings and report any non-compliance immediately.

3. Operational Execution & Case Management:

  • Utilize skip tracing methods to find the participants and to talk about the payment plans that would last sustainably.
  • Keep the collections system (Collect!) synchronized with all the results of the contacts, dispositions, and the case notes that are relevant to the issue accurately.
  • Technical support for the Collect! system is provided in partnership with the service provider and the National TLP Repayment Officer.
  • Incoming payments from the participants will be processed with assistance if they are sent directly or redirected from the lockbox facility.

4. Professional Integrity & Other Duties:

  • It is very important to keep all participant data and documents absolutely secret and secure.
  • Act in a professional, neutral, and fair manner during the whole interaction according to the IOM’s guidelines on the prevention of sexual exploitation and abuse (PSEA).
  • Travel for duty will be done as required for the meetings, training sessions, or program activities.
  • Carry out other assigned tasks that are related to the support of the unit’s objectives.

Qualifications and Experience

Education:

  • Bachelor’s degree in a related field along with four years of professional experience; OR
  • High School Diploma with six years of related work experience.
  • The Degrees must come from the institutions which are included in the UNESCO World Higher Education Database.

Experience:

  • Trained as staff involved managing and leading teams.
  • Experience in billing, collections, or account management, confirmed.
  • Knowledge of FDCPA and FCRA compliance regulations and practices as a requirement.
  • Experience in working with refugee travel loans or within the USRAP is a clear advantage.
  • Working knowledge of IOM and TLP proprietary systems is a big plus.

Skills:

  • Excellent interpersonal and communication skills, with the ability to handle sensitive financial discussions with empathy and cultural sensitivity.
  • Strong analytical and problem-solving abilities.
  • Computer literate with proficiency in Microsoft Office Suite.

Languages:

  • Fluency in English (oral and written) is required.
  • Fluency in one or more of the following languages is a strong advantage: Spanish, Arabic, Swahili, Dari/Pashto, Kinyarwanda, Somali, Rohingya/Burmese, French, Ukrainian, Russian, Thai.
