Heifer International is on the lookout for a passionate Finance Officer who will take care of the finances in the region and be the one in charge of money for the game-changing SCALE–Sesame project in Bangladesh. You will be working in either Dhaka, Rajbari, or Pabna and your job will be to see that every cent is accounted for, hence allowing farmers and entire communities to create and maintain stable livelihoods. Your effort in budgeting, compliance, and reporting will act as the foundation of transparency and impact, thus directly assisting our mission of wiping out hunger and poverty.

Organizational Context and Role

Heifer International is a global non-profit organization that aims to eradicate hunger and poverty while being environmentally friendly. We are collaborating with people in the community to enhance the local economy and create eco-friendly income sources through agriculture and business. One of the projects we are doing in Bangladesh is to help farmers and make the change last.

On the SCALE-Sesame project, we are looking for a Finance Officer who is very precise and always one step ahead. This position is vital to the low-cost, transparent, and compliant management of project funds according to Heifer International rules and donor requirements. You will be situated in Dhaka, Rajbari, or Pabna and will take care of daily financial activities, budgeting, accounting, and monitoring, thus providing the financial support that makes the efficient project implementation and impact possible.

Key Responsibilities and Deliverables

A. Financial Management and Compliance Support for Donor Agreements (55%)

  • Financial Planning & Budgeting: Prepare and monitor annual, quarterly and monthly budgets for the project. Perform budget variance analysis and give financial inputs for work plans, forecasts, and changes. Provide budget monitoring reports that are timely and accurate.
  • Financial Operations & Accounting: Keep project financial records all complete and accurate. Process payments, advances, and reimbursements according to the rules. Make sure that all expenses have the right codes and documentation. Handle petty cash and do reconciliations. Present financial records that are reconciled and updated.
  • Donor Compliance & Reporting: Comply with donor agreements and Heifer financial policies. Compile monthly financial statements and budget-vs-actual reports. Write up interim and final donor financial reports together with project and country finance teams. Keep neat financial files for audits and reviews.
  • Procurement & Asset Accountability: Check procurement and payment documents for compliance and approve them. Keep financial records for contracts and vendor payments. Help with asset tracking, inventory management, and handover processes. Ensure that all expenditures have complete audit trails.

B. Regulatory Compliance and Financial Reporting (40%)

  • Audit, Controls & Risk Management: Support internal, external, and donor audits with accurate records and explanations. Ensure the internal financial controls are applied consistently. Identify, escalate and help mitigate financial risks and compliance issues.
  • Coordination & Capacity Support: Collaborate with project and field staff to develop excellent financial management practices. Give advice on financial procedures and compliance. Keep in touch with the Country Finance Team on a regular basis to ensure alignment and accurate reporting. Perform other finance-related duties as assigned.

C. Other Duties (5%)

  • May perform other job-related duties as assigned.

Qualifications and Skills

Education & Experience:

  • A Bachelor’s degree in any of the areas of Accounting, Finance, Business Administration or related topics.
  • At least three (3) years of professional experience that is closely related to the position being applied for is required.
  • Knowledge and skills embedded in the donor-funded development sector with compliance requirements for institutional funders are a must.
  • Having the experience of managing projects will be considered as an advantage; and also if one has Project Management certification will be a plus.

Knowledge & Technical Skills:

  • Sound knowledge of budgeting, accounting principles, and internal financial controls.
  • Familiarity with the NGO sector and institutional funders for international development.
  • Practical knowledge of Bangladesh’s generally accepted accounting principles (GAAP) and fiscal regulations.
  • Proficiency in MS Excel and experience with accounting or financial management systems/ERPs.
  • Ability to gather, analyze, and present financial and non-financial data.

Personal Competencies:

  • Excellent time-management skills and effective prioritization of several tasks at the same time.
  • Self-driven up to the point where he/she will hardly need supervision.
  • Outstanding leader as well as communicator.
  • Capability to work in the euphoria of pressure and still deliver on time.
  • Proficient in English and Bangla (licking and writing).
