Procurement Officer
Location: Lagos, Nigeria

Purpose of the Role
The Procurement Officer position serves an essential function which maintains and controls all company asset inventory. Your responsibilities include managing daily procurement processes which start with initial requests and continue until final delivery of goods and services. Your work ensures that every team member has the resources they need to fulfill Viya Health’s mission, while maintaining strict compliance with company policies, ethical standards, and budgetary discipline.
You will provide expert assistance in developing solicitations, advising internal departments on procurement requirements and appropriate methodologies, and interpreting relevant laws, policies, and regulations that govern requisitions and purchase order processing. You will support the development of compliant Invitations for Bid (IFB) and specification documents, conduct pre-bid conferences, review Request for Proposal (RFP) specifications, obtain necessary approvals, and manage contract negotiations and awards. You will also track and complete monthly and annual reports which show all company purchases and contracts, while also starting necessary updates in QuickBooks.
Key Responsibilities
Strategic Sourcing and Supplier Management
- The team needs to select suitable suppliers and contractors who will support effective procurement methods while following ethical purchasing standards and cost-effective purchasing methods and company regulations.
- The team needs to create and execute Service Level Agreements which will assess supplier performance through continuous monitoring of performance metrics.
- The team will assess supplier performance through monitoring and evaluation processes which will lead to ongoing improvements based on SLA requirements.
- The team established collaborative relationships with vendors which they use to negotiate pricing changes that result in maximum value for their organization.
- The organization maintains active vendor contract management through ongoing contract updates which guarantee all current agreements meet compliance standards.
Procurement Planning and Execution
- I will collaborate with internal departments to establish their procurement needs and quality standards and delivery schedules.
- I control all aspects of order placement which includes matching supply with demand and scheduling material restocks and managing supplier operations.
- I will handle the complete process of order tracking which begins when we receive an order and ends when we complete delivery.
- The ordering process begins with receipt of orders which staff members will receive and inspect before they deliver orders to requesting departments while checking quality and quantity against purchase orders.
- The team needs to fix order problems with suppliers through prompt and professional reconciliation methods.
- The team will handle all aspects of international procurement between overseas locations by managing their annual order process.
Inventory and Asset Management
- You will function as the main guardian who protects all company assets.
- We will implement barcode technology to track all assets while our team will create a precise record of all company assets.
- The team will perform the yearly asset inventory assessment which requires them to maintain complete asset control while matching all assets to their respective records.
- The team conducts regular inventory assessments to determine current stock levels which they update according to operational requirements.
Financial and Budgetary Control
- The organization needs to monitor procurement expenses through budget control which requires them to track spending against department approved budgets. the company needs to create cost-saving measures which should include specific goals and systems to monitor their success
- The company needs to develop and manage payment terms with suppliers through negotiation and optimization to enable smooth cash flow operations
- The company needs to submit vendor accounts for payment processing without delay to enable their financial operations to run efficiently
- The organization needs to keep precise purchase records which include pricing information and essential data to support their reporting and analysis needs.
Compliance and Process Improvement
- All procurement activities must comply with both statutory rules and internal regulations and organizational policies.
- The team will create IFB and RFP documents that meet compliance standards while obtaining necessary approvals.
- The organization needs to conduct pre-bid conferences with potential vendors as required.
- The organization needs to evaluate its “make or purchase” policy and create recommendations based on that analysis.
- The organization needs to evaluate its “lease or purchase” options and create recommendations based on evidence.
- The organization needs to create and submit both monthly and annual reports which show company purchases and contracts and performance metrics.
- The team needs to start all necessary modifications in QuickBooks to show procurement activities with proper accuracy.
- The team needs to complete other administrative work and reporting tasks which help supply chain operations.
Requirements
Educational Background
- Bachelor’s degree in Finance, Supply Chain Management, Procurement, Operations, or a related field is required.
Professional Experience
- The applicant needs to have at least five years of experience in Supply Chain and Procurement management.
- The candidate must have a minimum of three years experience working in the pharmaceutical industry.
- The applicant would benefit from having experience in the Fast-Moving Consumer Goods (FMCG) industry.
Service Management
- Familiarity with managing outsourced service providers and third-party vendor relationships.
Communication Skills
- Strong verbal and written communication skills, with the ability to interact professionally with internal stakeholders and external suppliers at all levels.
Technical Proficiency
- The candidate demonstrates proficiency in using financial and procurement software tools which are necessary for their work. The candidate needs to have experience using QuickBooks Enterprise Edition or any equivalent ERP system because it is essential for their work.
Certification
- Certification in Project Management, Lean Six Sigma, or an equivalent qualification is highly desirable.
