Organizational Context and Role
One of the basic foundations of dignity and resilience in humanitarian crises is giving people the power and resources to help themselves. Governments and organizations have decided that cash is the most suitable method of support addressing different needs of the affected populations, being very careful not to make mistakes in allocating the funds. The International Organization for Migration (IOM) is expanding its CBI programming in Syria to support communities that are vulnerable in a most efficient, effective, and accountable manner.
We need a responsible and diligent Project Support Associate (CBI) at the Aleppo Sub-Office to support the L3 emergency response. You will be accountable to the Head of Programs and on-the-spot directly supervised by the Shelter and WASH Officer. Your significant contributions will be linking together cash assistance programs’ design, implementation, and monitoring. Your actions will guarantee that these measures will be of the highest standard, following IOM and the global guidelines, thus directly participating in the process of bringing back stability and self-sufficiency to the crisis-affected families.
Duties and Responsibilities
Program Support & Technical Implementation:
- Support the CBI project activities by providing technical assistance, being a part of the situational analyses, needs assessments, beneficiary targeting, and distribution processes that conform to both global and IOM standards.
- Deliver necessary support to the Shelter and WASH Officer in carrying out cash activities, providing technical guidance and building up the capacity of the field staff to ensure project outcomes, impact, and accountability to the beneficiaries.
- Take part in the drafting and the development of Standard Operating Procedures (SOPs), program tools, and methodologies for cash projects.
- Conduct frequent field trips to monitor the implementation of the project at the site and give the needed guidance to teams as well as check compliance with donor requirements and project documents.
Coordination, Reporting & Documentation:
- You will be responsible for the administrative and technical communication point of CBI engaging with both the internal departments (such as Monitoring and Evaluation, Finance) and the external partners, namely the service providers, other UN agencies, NGOs, and local authorities.
- IOM will participate in the Cash Working Group and will hold relevant forums as the main coordinator with various stakeholders supporting the coordination of activities.
- You will take part in the writing of project documents such as concept notes, project action plans, and regular progress reports.
- You will also support report writing, data presentation, and the preparation of briefing notes, graphics, statistical tables, and other documentation related to CBI in Syria.
Monitoring, Evaluation, Accountability & Learning (MEAL):
- Support the Monitoring and Evaluation Unit in their activities for cash projects, with a specific focus on managing the Accountability to Affected Populations (AAP) response mechanism.
- Ensure the best utilization of project budgets and identify synergies with other IOM projects through regular coordination with relevant colleagues.
General Duties:
- Perform any other duties as assigned to support the mission’s objectives.
Qualifications and Experience
Education:
- Option 1: Accredited academic institution and three years of relevant professional experience are required along with a university degree in Economics, Social Sciences, Political Science, or a related field.
- Option 2: Therefore, one must have an accredited academic institution’s High School diploma and five years of relevant professional experience.
Experience:
- The applicant must have previous work experience in humanitarian areas.
- The applicant must have previous experience in cash-based programming and the corresponding technical skills.
- The applicant must have experience in managing and coordinating projects.
- The applicant must have experience in communication with government authorities, local and international institutions, NGOs and building effective local partnerships including with the private sector.
- The applicant must be very proficient with databases, assessment tools and reporting.
Skills:
- CBI’s fundamentals have been solidly mastered.
- You are already familiar with the new systems that the humanitarian sector has adopted and can learn very fast.
- Interpersonal skills that are strong and the ability to communicate well with vendors, beneficiaries, and a wide variety of partners.
- Highly familiar with AAP tools and methods.
- You can perform well in a high-pressure, complicated, and dynamically changing emergency (L3) situation.
Important Information
- This position is crucial for the emergency response of IOM in Syria. The person who gets selected must showcase perseverance, flexibility, and a firm allegiance to humanitarian values.
- Having worked previously in the Syrian context or in similar complicated emergencies is a great plus.
