Responsibilities

Key Responsibilities of the Finance Officer/Cashier:

  • Leadership of Cashier Service Line:
    • Oversees all non-location-dependent Cashier and treasury functions for RSCE client entities.
    • Manages disbursement processes for all RSCE clients.
    • Coordinates with PKOs, SPMs, and other entities’ Cashier units.
    • Monitors RSCE house bank account balances, tracks transactions, and resolves payment delays/rejections.
    • Prepares monthly reports and manages cash flow requirements.
  • Daily Treasury Operations:
    • Ensures timely replenishment of RSCE house banks to maintain sufficient liquidity.
    • Reviews and approves disbursement documents in UMOJA.
    • Acts as a bank signatory for RSCE Housebanks.
    • Resolves cashier-related queries in collaboration with RSCE service lines.
    • Safeguards custodial arrangements for cheques and cash.
    • Provides guidance on UN Financial Regulations, Rules, and audit compliance.
  • Financial Control & Reporting:
    • Maintains accurate accounting, reporting, and internal control systems.
    • Completes monthly bank reconciliations for RSCE client missions.
    • Validates and approves bank details for staff, non-staff, and vendors.
    • Assists the Service Delivery Manager on strategic treasury matters.
  • Audit & Process Improvement:
    • Reviews imprest documentation and supervises imprest custodians.
    • Conducts periodic petty cash counts and ensures proper imprest reporting.
    • Addresses internal/external audit observations with corrective actions.
    • Implements efficiency improvements in financial processes.
  • Innovation & Team Management:
    • Supports new treasury initiatives in the ERP system.
    • Supervises and evaluates staff performance.
    • Performs additional duties as required.

Requires

Education Requirements:

  • Advanced university degree (Master’s or equivalent) in business administration, finance, or a related field is required.
  • first-level university degree (Bachelor’s or equivalent) in the specified fields combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Job-Specific Qualifications:

  • Professional certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent is required.
  • In-depth knowledge and practical experience with International Public Sector Accounting Standards (IPSAS) is required.
  • Familiarity with International Financial Reporting Standards (IFRS) is desirable.

Work Experience:

  • A minimum of 7 years of progressively responsible experience in finance, public administration, or accounting, preferably in cashier/treasury functions or the banking sector, is required.
    • Candidates with a first-level degree must have 9 years of qualifying experience.
  • Proven experience in managing finance teams is required.
  • Working knowledge of Enterprise Resource Planning (ERP) systems, such as Umoja (SAP) or similar, is desirable.
  • Experience in managing multiple bank accountscash flow monitoring, and processing payroll/non-payroll payments is desirable.

Languages:

  • Fluency in English (oral and written) is required.
  • Working knowledge of French is desirable.

Assessment:

  • Qualified candidates may undergo an assessment exercise, potentially followed by a competency-based interview.
