Key Responsibilities
1. Financial Management & Budget Control
The National Finance and Admin Officer will oversee all aspects of financial management for IOM Syria’s operations. This includes monitoring daily financial transactions to ensure strict compliance with IOM’s financial rules and procedures as well as donor-specific regulations. The officer will conduct comprehensive budget analyses, examining allocations across multiple projects to identify variances and recommend corrective actions. A critical function will be maintaining accurate financial records in IOM’s enterprise resource planning system (Oracle), with particular attention to proper coding of expenditures and accurate financial reporting.
The officer will review and approve financial documents including Travel Authorizations (TAs), Purchase Requisitions (PRs), and Requests for Payment (RFPs) up to a defined threshold, verifying budget availability and proper supporting documentation. This includes ensuring all payments meet IOM’s stringent requirements for supporting documentation and eligibility criteria. The position requires preparation of detailed monthly cash flow forecasts to ensure adequate funding for ongoing operations and timely financial reporting to both internal stakeholders and external donors.

2. Compliance & Internal Controls
A primary responsibility of this position is implementing and maintaining robust internal controls to safeguard organizational assets and prevent fraud, waste, and mismanagement. The officer will conduct regular reviews of financial processes to identify potential risks and recommend control improvements. This includes verifying the accuracy of monthly account closures and supporting the year-end financial closure process. The incumbent will ensure strict adherence to IOM’s financial rules, procurement policies, and specific donor requirements across all transactions.
The position plays a key role in preparing for both internal and external audits by maintaining complete, well-organized financial records and documentation. The officer will monitor compliance with tax regulations and other statutory requirements in Syria, ensuring IOM meets all local financial obligations. Additionally, the incumbent will provide guidance to program staff on financial compliance matters, helping to build financial management capacity across the mission.
3. Financial Reporting & Donor Coordination
The National Finance and Admin Officer is responsible for preparing accurate and timely financial reports in accordance with donor requirements and IOM guidelines. This includes compiling financial data from various sources, analyzing expenditure patterns, and preparing narrative explanations for variances. The officer will generate Bi-Weekly Budget Monitoring Reports (BMRs) that provide program managers with clear insights into budget utilization and recommend adjustments to optimize resource allocation.
The position supports the development of new project budgets by providing historical expenditure data, analyzing cost structures, and ensuring budgets align with both programmatic needs and donor expectations. The officer will participate in grant opening and closing meetings, providing financial perspectives to support effective program implementation. A critical aspect of this role is maintaining organized financial documentation for all projects to facilitate smooth donor reporting and audit processes.
4. Administrative & Operational Support
Beyond financial responsibilities, the officer provides essential administrative support to ensure smooth office operations. This includes overseeing asset management processes, ensuring proper recording and tracking of IOM equipment and property. The position supervises procurement processes, verifying compliance with IOM’s procurement rules and maintaining proper documentation for all purchases. The officer also provides oversight of ICT services, ensuring staff have the necessary equipment and support to perform their duties effectively.
The incumbent supervises finance unit staff, providing guidance, training, and performance feedback to develop their technical and professional skills. The position manages cash and bank accounts, ensuring adequate liquidity for operations while maintaining proper controls over cash handling. The officer also plays a key role in implementing and maintaining financial filing systems, both physical and electronic, to ensure easy retrieval of financial documents.
5. Additional Duties
The National Finance and Admin Officer may be assigned to support emergency response operations as needed, which could involve extended working hours or rapid deployment to field locations. The position participates in inter-agency finance working groups, representing IOM’s interests and sharing best practices with other humanitarian organizations. The officer contributes to continuous improvement initiatives by identifying opportunities to streamline financial and administrative processes. Additionally, the incumbent may be called upon to provide coverage for other finance or administrative positions during absences.
Required Qualifications
Education
Candidates must possess at minimum a Bachelor’s degree in Accounting, Business Administration, Finance, or a closely related field from an accredited academic institution. An advanced degree such as an MBA with specialization in Finance or Accounting is highly desirable. Professional certifications such as ACCA, CPA, or IPSAS qualification provide a distinct advantage. All degrees must be from universities listed in the UNESCO World Higher Education Database to ensure quality standards are met.
Experience
The position requires at least two years of progressively responsible experience in accounting, financial management, or budget monitoring, preferably within international organizations or large institutional settings. Experience working with multiple donor-funded projects and familiarity with diverse funding streams (UN, bilateral, multilateral) is essential. Candidates should demonstrate experience in financial reporting, budget preparation, and variance analysis. Prior experience with ERP systems, particularly Oracle, is highly advantageous. Experience working in humanitarian or crisis contexts, especially in the Middle East region, will be given special consideration.
Skills & Competencies
The successful candidate must possess strong analytical skills with the ability to interpret complex financial data and identify trends or irregularities. Excellent organizational skills are required to manage multiple priorities in a fast-paced environment. The position demands advanced computer skills, particularly in MS Excel for financial analysis and modeling. Strong communication skills are essential for explaining financial concepts to non-finance staff and preparing clear, concise reports. The ability to work effectively in a multicultural team environment and maintain positive working relationships is critical. Candidates should demonstrate high ethical standards and integrity in financial matters, with a commitment to transparency and accountability.
Languages
Fluency in both English and Arabic is mandatory, with demonstrated ability to prepare formal financial documents and reports in both languages. Knowledge of additional UN languages (French or Spanish) would be an asset but is not required.
