Position Summary
As an Operations Officer, you will serve as the strategic operational backbone of the department, delivering comprehensive HR, administrative, and analytical support to ensure seamless team functionality. Your role bridges talent management, budget oversight, and knowledge coordination, enabling the HOD to focus on high-level decision-making.
Key Responsibilities
1. Human Resources & Talent Management (HQ & Resident Missions)
- End-to-end HR coordination: Lead recruitment, promotions, transfers, outposting, and retirement processes—ensuring compliance with ADB policies.
- Workforce optimization: Analyze staffing gaps, forecast needs, and propose data-driven solutions (e.g., succession planning, talent pipelines).
- Performance & development: Facilitate probationary reviews, fixed-term evaluations, and training programs aligned with ADB’s competency framework.
- HR initiatives: Drive staff engagement surveys, rewards programs, and annual performance cycles.
2. Budget & Resource Management
- Budget stewardship: Monitor allocations, reconcile work programs with deliverables, and prepare materials for Budget Review Committee submissions.
- Financial oversight: Review team/RM requests (personnel, admin) prior to HOD approval, ensuring fiscal discipline.
3. Knowledge & Operations Support
- Knowledge roadmap: Contribute to the department’s strategic learning agenda and training fund implementation.
- Process innovation: Streamline finance/administration workflows to enhance operational efficiency.
- Cross-functional collaboration: Align RM operations with regional priorities and portfolio management goals.
4. Special Projects & Analysis

Qualifications & Competencies
Education & Experience
- Bachelor’s degree in HR, Economics, Business Administration, or related field (advanced training preferred).
- 8+ years of hands-on experience in:

- Project/budget management (loans/grants/TAs in multilateral settings).
Technical Skills
