The Organization for Security and Co-operation in Europe (OSCE) is seeking a highly motivated and qualified professional to join its team as an Assistant Project Officer (P1) within the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). Background: The OSCE’s Comprehensive Approach to Security
The OSCE is the world’s largest regional security organization, comprising 57 participating States across Europe, Central Asia, and North America. Its comprehensive security model addresses politico-military, economic and environmental, and human dimensions, ensuring a holistic approach to conflict prevention, crisis management, and post-conflict rehabilitation.
The OSCE Secretariat in Vienna plays a pivotal role in supporting the Chairpersonship, field operations, and other OSCE institutions by providing administrative, operational, and policy expertise.
Within the Secretariat, the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) focuses on economic stability and environmental cooperation as key drivers of security. The OCEEA monitors economic and environmental trends, identifies risks to stability, and facilitates policy dialogue among participating States.
Project Context: Women’s Empowerment in the Energy Sector
This position is established under the Extra-Budgetary (ExB) project titled “Promoting Women’s Economic Empowerment in the Energy Sector in Central Asia for Energy Security and Sustainability.”
The project seeks to:
- Enhance gender equality in the energy sector by addressing barriers to women’s participation.
- Support just and inclusive energy transitions by integrating gender-responsive policies.
- Strengthen regional cooperation in Central Asia to promote sustainable energy security.
As part of the Energy Security Team within the Environmental Co-operation Unit, the Assistant Project Officer will contribute to project design, implementation, monitoring, and stakeholder engagement, ensuring alignment with OSCE’s strategic goals.
Key Responsibilities and Tasks
Under the direct supervision of the Senior Energy Security Adviser, the successful candidate will:
- Project Implementation & Management
- Assist in all phases of the project cycle, including needs assessment, planning, budgeting, and execution.
- Support the selection and oversight of consultants, implementing partners, and vendors.
- Monitor project progress, ensuring timely delivery of outputs and compliance with donor requirements.
- Research & Policy Analysis
- Conduct desk research and synthesize data on women’s economic participation in the energy sector, just energy transitions, and energy security challenges.
- Prepare background reports, policy briefs, and analytical documents to inform project strategies.
- Develop visual materials (graphs, charts, infographics) to communicate findings effectively.
- Stakeholder Engagement & Coordination
- Organize workshops, training sessions, and high-level meetings with government officials, civil society, and private sector representatives.
- Maintain strong partnerships with key stakeholders, including donors, international organizations, and local beneficiaries.
- Support fundraising efforts by drafting concept notes and donor proposals.
- Reporting & Documentation
- Draft progress reports, evaluation summaries, and project updates for internal and external audiences.
- Ensure institutional memory retention by maintaining project archives and documentation systems.
- Administrative & Logistical Support
- Assist in mission planning, travel arrangements, and event coordination.
- Handle administrative tasks related to procurement, contracts, and financial tracking.

Required Qualifications
Education
- A second-level university degree (Master’s or equivalent) in international relations, political science, environmental sciences, energy studies, or a related field.
- A first-level university degree (Bachelor’s) combined with two additional years of relevant experience may be accepted in lieu of a Master’s degree.
Experience
- Minimum of one year (or two years with a Bachelor’s degree) of professional experience in project management within international/regional organizations.
- Demonstrated expertise in gender equality, energy security, or sustainable development is highly desirable.
- Prior work experience in Central Asia is a strong asset.
Skills & Competencies
- Strong analytical and research skills, with the ability to present complex data clearly.
- Excellent written and spoken English (working knowledge of Russian is an advantage).
- Gender-sensitive approach with a commitment to integrating gender perspectives into project activities.
- Interpersonal and diplomatic skills, with experience working in multicultural environments.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and digital collaboration tools.
Remuneration & Benefits
The OSCE offers a competitive compensation package, including:
- Monthly salary of approximately EUR 4,790 (subject to post adjustment and family status).
