Position Overview

Job Title: Monitoring and Evaluation (M&E) Expert
Functional Area: Programme
Reports to: Team Leader
Direct Reports: Researcher
Location: Dhaka, Bangladesh (50% travel required)
Effective Date: August 2025
Contract Type: Contingent on funding approval

Key Responsibilities

1. M&E System Development & Implementation

  • Design and operationalize results-based M&E frameworks aligned with project goals and donor requirements
  • Develop gender-sensitive indicators and data collection tools for tracking social norm change and GESI outcomes
  • Establish quality assurance mechanisms for data collection, analysis, and reporting
  • Integrate safeguarding protocols into all M&E activities per Plan International’s policies
  • Implement digital data management systems (MIS) for real-time monitoring

2. Research & Evaluation Leadership

  • Lead baseline/endline assessments and mid-term evaluations using mixed methods
  • Conduct longitudinal studies to measure shifts in gender norms and attitudes
  • Design and oversee impact evaluations employing quasi-experimental methods
  • Analyze spatial variations in program outcomes across implementation areas
  • Produce evidence briefs and case studies for knowledge management

3. Data Management & Reporting

  • Develop automated dashboards for performance tracking and decision making
  • Ensure timely submission of high-quality reports to donors and stakeholders
  • Maintain project databases with strict adherence to data protection standards
  • Conduct data quality audits and implement corrective actions
  • Facilitate data review meetings for adaptive program management

4. Capacity Building & Technical Support

  • Train field staff and partners on M&E methodologies and tools
  • Strengthen local organizations’ ability to collect and analyze gender-disaggregated data
  • Coach program teams on using data for course correction and improvement
  • Develop standardized training modules on ethical data collection practices

5. Stakeholder Engagement & Coordination

  • Represent the project in national M&E technical working groups
  • Collaborate with government agencies on monitoring frameworks
  • Liaise with academic institutions for rigorous impact assessments
  • Partner with UN agencies on joint monitoring initiatives

Technical Expertise & Knowledge

Essential Requirements:

  • Advanced degree in Statistics, Economics, Social Sciences or related field
  • Minimum 10 years’ experience in M&E for gender/social development programs
  • Proven expertise in designing complex M&E frameworks for norm change programs
  • Strong quantitative skills (SPSS/Stata) and qualitative analysis experience
  • In-depth knowledge of GESI-sensitive monitoring approaches
  • Familiarity with child safeguarding and ethical research protocols

Desirable Qualifications:

  • Experience with social norms measurement tools (e.g., CARE’s Social Norms Analysis Plot)
  • Knowledge of participatory action research methodologies
  • Understanding of adaptive management principles
  • Experience with mobile data collection platforms (ODK, CommCare)
