Job Opportunity: Senior Administration and Human Resources Officer
Location: Port-au-Prince, Haiti (FHI 360 Country Office)

Position Overview
FHI 360 is seeking a highly skilled and motivated Senior Administration and Human Resources Officer to support the operations of its EpiC Haiti program. This role is critical in ensuring the smooth functioning of office administration, facility management, procurement, and human resources activities. The ideal candidate will be a proactive problem-solver with strong organizational skills, a deep understanding of Haitian labor laws, and experience in NGO operations.
Key Responsibilities
Administration & Office Management
- Oversee the upkeep, maintenance, and rehabilitation of FHI 360’s office facilities in Haiti, ensuring all buildings, electrical systems, and mechanical equipment are well-maintained and comply with safety standards.
- Develop and implement preventive maintenance programs to optimize office functionality and energy efficiency.
- Prepare and present detailed reports on operational costs related to facility maintenance, fleet management, utilities, and contractor services (e.g., janitorial, security, catering).
- Manage office space allocation, ensuring efficient use of workspace in coordination with senior management.
- Maintain an accurate inventory of office equipment, furniture, and supplies, and coordinate procurement of new items as needed.
- Serve as the primary liaison for vendors, contractors, and service providers, ensuring cost-effective and high-quality services.
- Potentially supervise junior administrative staff, providing guidance and oversight.

Human Resources Management
- Ensure compliance with FHI 360’s HR policies, Haitian labor laws, and donor regulations.
- Support the development and implementation of personnel policies, procedures, and guidelines in collaboration with regional and headquarters HR teams.
- Lead recruitment and onboarding processes, including job postings, candidate screening, interviews, reference checks, and contract preparation.
- Maintain up-to-date and confidential personnel records, ensuring accuracy in employee data, contracts, and benefits administration.
- Provide HR advisory services to staff and management, addressing employee relations, professional development, and workplace concerns.
- Facilitate staff training and capacity-building initiatives to enhance team performance and career growth.
- Administer employee benefits and compensation, ensuring alignment with organizational standards and local regulations.
- Promote a positive and inclusive work environment, resolving conflicts and fostering teamwork.
Required Knowledge & Skills
- Expertise in Haitian labor law, compensation, benefits administration, and organizational development.
- Strong computer proficiency in Microsoft Office (Word, Excel, PowerPoint) and HR Information Systems (HRIS).
- Exceptional organizational skills, with the ability to manage multiple priorities under tight deadlines.
- Superior communication skills (written and verbal) in French and Haitian Creole; advanced English is preferred.
- High level of professionalism, discretion, and confidentiality in handling sensitive HR matters.
- Analytical and problem-solving skills, with a track record of improving operational efficiency.
- Strong negotiation and vendor management abilities, ensuring cost savings and quality service delivery.
- Leadership and team collaboration skills, with experience working in multicultural environments.
Education & Experience
- Minimum: Associate degree in business administration, human resources, or a related field.
- Preferred: Bachelor’s degree (BS/BA) and professional HR/management certifications.
- At least 5 years of experience in office administration, procurement, and HR functions, preferably within an NGO or international organization.
- Experience with donor-funded projects (e.g., USAID, PEPFAR, Global Fund) is a strong advantage.
